Abstract

Organization climate or HRD climate is the human environment within which employees of the organization perform their tasks. It may refer to the environment of a department, unit or branch of an enterprise or the entire organization. A general supportive climate is important for HRD if it has to be implemented effectively. It can be said that, organizational climate is an expression of the attitudes of the organizational members towards the organization itself. Such supportive climate consists not only of commitment, but good personnel policies and positive attitude towards development. It is now accepted fact that the congenial HRD Climate is extremely important for the employee satisfaction and thus, ultimately the achievement of organizational objectives and success. So, for the success of any organization HRD Climate is unavoidable. Also, for the employee satisfaction the organizations need to provide continuous support to develop the competencies of its employees to achieve the organizational goals and to remain growth oriented. For example, in educational scenario; if an institution wants to do better than before, it has to ensure improvement in the employee satisfaction for which it has to undertake an organisational development exercise to create a new culture, a new orientation, faculty development programs and training for optimising the competencies of its staff. Also, it may have to improve its infrastructure and administration. Therefore, developing a human resource climate should be a continuous process in any organization. This paper specifically reflects the HRD climate and employee satisfaction level of Baba Ghulam Shah Badshah University by examining the existing HRD climate and the satisfaction level of the teaching and non- teaching staff of the University under study. Further, the study also aims at suggesting the measures for improving the HRD climate. The present study is undertaken to examine the nature of HRD climate as perceived by teaching and non-teaching staff of the University and for that purpose responses of the employees (teaching and nonteaching) were taken through random sampling from the University. The Teaching staff includes Professors, Associate Professors, Assistant Professors and Lecturers while the non- teaching includes only administrative officers from the rank of Registrars/ Controller of Examination / Deputy Registrars/ Assistant Registrar. Based on the responses of the University employees, this study attempts to assess human resources development (HRD) climate prevailing in the university and concludes that the climate is at an average level and employee satisfaction should be taken into consideration. The present paper measures HRD Climate in terms of various dimensions like: General climate, OCTAPACE culture and HRD mechanism.
